Oswald Foxglove, a macabe and ill-mannered botanist, is the Scourge of Sacramento. Personally tasked by The Talon to slay thin-bloods and caitiffs throughout the city, Oswald has devised a morbid and unconventional means of carrying out his Scourge duties. Within his own undead body, Oswald cultivates a terrarium of toxic, paralytic, and seizure-inducing plants, inexplicably potent enough to affect high generation Kindred. The Anarchs aim to uncover the location of his laboratory and slay the Kindred before he can strengthen the potency of his poisons.
History
Per Ally Barnes’s request, and thanks to a tip from Ryu, Thalia and Father Frances infiltrated his hideout and apprehended him while he was experimenting on Roy to try and recreate his internal terrarium. Sources have informed me he was later executed by Thalia Kairos at the behest of Kiri Sol.
