A powerful magician of unknown clan, Elio is the master of the strange creatures that attacked Mercury Laboratories, and allowed his theft of Alchemical Formulae dear to the Coalition. Tracked down by a motley of Anarchs, he professed his plans to use an alchemical formula called “Saturn’s Flux” to shatter all blood bonds in the city through a water supply poison. The Anarchs left him in peace, along with two defector thin bloods, in exchange for copies of the stolen formula.
